How to Fiscalise with ZIMRA: A Step-by-Step Guide (2026)

If your business is registered for VAT in Zimbabwe, you are required to fiscalise your invoices — sending them to ZIMRA in real time. Here's exactly how it works, and how to get compliant without buying expensive hardware.

What is fiscalisation?

Fiscalisation means recording every taxable sale on a device that transmits the transaction to ZIMRA's Fiscalisation Data Management System (FDMS). Each compliant invoice then carries a QR code and a verification code that anyone can check on ZIMRA's portal.

Who needs to fiscalise?

All VAT-registered operators must fiscalise. ZIMRA has progressively extended this to every category of registered operator, so if you charge VAT, this applies to you.

Two ways to get there

There are two routes to FDMS:

• Hardware fiscal device — a physical machine bought from an approved supplier (often around US$1,000).
• Virtual fiscalisation — your invoicing, POS or accounting system connects directly to the ZIMRA FDMS through the official API (per Public Notice 26 of 2024). No hardware required.
